| It's OK.  At first I thought it worked like a slider puzzle, where you have to swap adjacent squares. 
 It might be fine with a picture that's hard to make out; like if there's a lot of the same color and texture all over the picture.  (hint hint)  Otherwise, it's too easy IMO.  (Part of it was me knowing what this picture was already...)
 
 I suppose you could put a time limit you have to beat in order to get the full-size version.  In that case, people would find themselves getting very familiar with the picture anyway, in order to place tiles quickly, so I would also make the puzzle picture a relatively small portion of the reward.
